The Director of Services at the Drugs Advice Service and Helpline says there's a need to discover why the demand for illegal drugs is so large.
Shelley Stanley was responding to a report by the International Centre for Science in Drug Policy which showed illegal drugs are cheaper and purer than 20 years ago.
It also concluded that the war on drugs had failed.
Ms Stanley says it's a complex issue which can't be solved through harsher legislation alone
