Water Authority employees unaware of safety guidelines

Safety guidelines that were available on a site where a worker lost his life were apparently unknown to Water Authority employees.

Lawrence Gell died when a wall fell on him during a routine replacement of a lead pipe in Peel last December.

Guidelines were produced prior to the accident, and they set out how work next to structures should be conducted safely.

However, this was not known to the four workmen.

Head of the Island's Health and Safety Inspectorate, Bernard Warden, says it's difficult to know why advice isn't always taken on board:
