Earlier this year, the Civil Service Commission at the behest of the Council of Ministers, undertook a consultation exercise in relation to a proposal to establish a Public Services Commission (PSC). Having considered the responses received, the Council of Ministers has concluded that the establishment of a PSC should be progressed further.
The scope of the PSC will initially be limited to civil servants and those members of staff employed by Departments and Boards under Whitley Council Terms and Conditions of employment. However, once established, more detailed consideration may be given, following consultation, to extending its remit to other employees.
Terms and conditions for civil servants and those members of staff employed by Departments and Boards under Whitley Council Terms and Conditions of employment are not automatically affected by the creation of the PSC. Any changes arising from the establishment of the PSC would be negotiated through collective bargaining.
The Chairman of the Civil Service Commission, Alfred Cannan MHK said:
‘Work will now commence on drafting the necessary legislation, which will establish the PSC and set out the broad governance framework for its operation. Working groups will shortly be set up to do this and we look forward to engaging with the respective representative bodies for civil servants and those manual and craft workers employed by Departments and Boards, under Whitley Council terms and conditions.’
