Social Care plans rent rise of up to 5%

The social care minister says he plans to raise public sector rents by up to five per cent.
Chris Robertshaw says means testing is still around a year to 18 months away from being brought in, and there's concern tenants' incomes are starting to get squeezed.
Not all local authorities are in favour of a rise, in fact Onchan District Commissioners this week said it would not bring them in as they were not needed there.
Mr Robertshaw told John Moss the increase may not be popular, but overall it is necessary:
