Police say they have arrested a number of people in connection with Saturday night's fatal crash on the Switchback road.
Officers have confirmed they are investigating a charge of causing death by dangerous driving.
Those arrested are currently in custody at police headquarters.
Meanwhile, a message from Lucia Porter's mother Julie has been released via the police.
It says the family is overwhelmed by the messages of condolence, flowers and the kindness of the people on the Isle of Man who have reached out and offered their support.
Julie Porter says her daughter will be missed by everyone who was lucky enough to have known her.
