Can moves be made to prevent tragic accidents involving inexperienced drivers?

Can anything be done to prevent the sort of tragic accident witnessed on Island last weekend?
14 year old Lucia Porter lost her life when the car in which she was traveling left the switchback road outside Peel and crashed into an adjacent field.
Seven other teenagers were injured in the incident none of them seriously.
Now, Geoff Corkish MLC has written to new Infrastructure Minister Lawrence Skelly, asking if moves could be considered to address the issue of accidents caused by inexperienced drivers - particularly young people who have only recently passed their test.
Mr Corkish says the issue has concerned him for some time, but the tragic accident brought it into focus
