Time-limited speeches not against democratic process - Bishop

The Lord Bishop says he was "pleasantly surprised" his motion to experiment with time-limited speeches in Tynwald succeeded.
After an appropriately brief debate in Tynwald yesterday, it was approved by fourteen votes to seven in the Keys and seven votes to one in Legislative Council.
The move means for the July sitting of the court only, making a statement or moving a report will be restricted to no more than 20 minutes, whilst there will be just five minutes to answer a tabled or supplementary question.
Bishop Robert says it will be interesting to see if the experiment works, and rejects any notion that it could be seen as being against the democratic processClip 1
