Bell promises strategy to shore-up welfare state

The chief minister is promising the Manx public he'll share an open and honest assessment of major challenges facing the economy.
A report from the UK government actuary due out soon will give predictions for the Island's National Insurance Fund for up to 30 years ahead.
The fund which pays for state pensions and benefits, has been described by government as in rapid decline, having reached the point where more is being taken out than is going in.
Allan Bell says ministers are looking at a long-term strategy to protect pensions, the health service and the welfare state itself.
Mr Bell says he will be straight with the Manx public:
