Peititioner hopeful rates system will be changed

The man who is calling for a fundemental overhaul of the Isle of Man's domestic rating system is hopeful there will be at least some change.
David Buttery presented a petition for redress of grievance on the issue back in 2009, and it's recently been picked up by West Douglas MHK Chris Thomas.
Mr Buttery wants to see the introduction of a unified local services tax which would be paid by all Island residents of working age to 75.
This week he's been giving evidence to the Tynwald committee set up to examine the issue.

Treasury officials also gave evidence to the committee on Monday.
Financial Controller Clive McGreal said a number of options were being considered, with the preferred being the introduction of a capital value system over certain bandings.
He admitted there would be "winners and losers", but believes it would be fairer.Clip 1
