The Chief Minister has challenged critics of the current ministerial system to recall how government operated prior to 1986.
Allan Bell was responding to renewed claims that the so called 'ministerial block vote' had robbed Tynwald of much of its authority.
They have emerged from the public gathering held at the same time as the first Big Debate meeting.
