It's good to talk, says Chief Minister

Chief Minister Allan Bell says he hopes a letter from the Infrastructure Minister to local authorities around the Island will lead to mature debate on the issue of service provision.
Phil Gawne says he's considering passing responsibility for a batch of public services from central government to the local authorities and has written to the authorities asking for their views.
Whilst no decision has been taken at this stage, Mr Gawne says his letter follows a series of meetings between local authorities, Policy and Reform Minister Chris Robertshaw, Environment Minister Richard Ronan and himself.
Services under consideration include street sweeping, weed spraying, public toilet provision and off-street parking.
Mr Bell says a re-assessment of the provision of such services is long overdue.Clip 1
