Proposed bylaws to threaten carnival?

A public meeting will be held in Castletown on Monday evening to discuss new bylaws proposed by the Town Commissioners.
These include regulations governing the organisation of public charity events, including the Confetti Carnival.
The proposals being discussed tonight include an introduction of new requirements for anyone organising or selling anything for a charitable organisation in a public place.
A public place is defined as a hall, school premises, a shop, and even a private dwelling or garden.
The proposals also target collections by requiring all of them to have written consent 28 days in advance and boxes to be delivered sealed and unbroken to the charity in question.
There are concerns the changes could restrict fundraising opportunities in the town, in particular the Confetti Carnival.
Monday night's meeting will try to explain the differences and implications of the plans and is being held in Morton Hall from 8pm.
The commissioners have also agreed to a six-week public consultation period about the bylaws, which runs until November 20.
