Legal change needed to end 'silo mentality' in government

The man behind a report on turning the Manx government into a single legal entity believes the move is necessary if the 'silo mentality' is to be ended.
Sir John Elvidge was commissioned by the Council of Ministers to produce a report looking into the possibility of making the legal change.
It's claimed this will give government staff the responsibility to work across departments for the benefit of an individual and their needs.
Sir John says that hasn't happened so far, despite the long-held belief it is required, and the legal change will lead to the new approach:Clip 1
