'I carry the can', Minister admits over parking and bus climbdown

Infrastructure Minister Phil Gawne has rejected the notion there's a lack of communication between government departments.
He was speaking after making a raft of changes to proposed controversial new charges for parking and school buses.
These include the continuation of free two hour disc parking on Douglas promenades, halving the planned 50p charge for school bus journeys and phasing in restrictions of free pensioners bus passes.
Whilst acknowledging it's been a difficult few weeks for him, Mr Gawne says he's pleased he's been able to make the universally unpopular charges more palatable after receiving more financial support from ministers in other departments.
Meanwhile, Mr Gawne insists he remains responsible for decisions on policy - not his civil servants within the department.Clip 1
