MHK wants 'clear message' from public

An MHK is aiming for the Manx public to decide whether or not members of the Legislative Council should be popularly elected.

South Douglas member Bill Malarkey wants a referendum held on the day of the Manx general election in September.

He'll bring a motion before Tynwald next week (16 February).

Mr Malarkey acknowledges there have been many attempts at reforming parliament's upper chamber, none of which have been successful.
