Local governments can be 'catalysts for change' - Gawne

Local governments can be the 'catalysts for change' in their communties.

That's according to Phil Gawne MHK.

The government minister responsible for local authorities is planning more devolvement of powers from central government.

He hopes this will encourage more people to stand.
