Review Committee to investigate Vision Nine tender

On 19th April 2016 Tynwald approved the appointment of Vision Nine as TT Promoter for a period of up to 10 years with an option for a further five years. On 28th November 2016 the Department of Economic Development stated in a media release that it had decided to discontinue the independent promoter tender process for the TT Races and Classic TT Races.

The Economic Policy Review Committee has decided to investigate this matter. For the purpose of its investigation the Committee has decided to divide the topic into three chronological phases, as follows:

• Phase 1 runs up until the decision to outsource a significant level of operational, promotional and commercial delivery responsibility for the TT and Classic TT races
• Phase 2 runs from the decision to outsource the promotion of the TT up until the publication of tender documentation. According to GD 2016/0019, which was provided to Tynwald Members in April 2016, a formal tender was released on 2nd November 2015
• Phase 3 covers the tender evaluation process and subsequent events up until 28th November 2016.

The Committee invites written submissions from anyone who would like to comment on this matter. Submissions should be sent by 12 noon on Friday 6th January 2017 to the address below. Email is preferred but hard copy is equally acceptable. Please note that Committees may publish evidence.

The members of the Economic Policy Review Committee appointed by Tynwald are Mr Michael Coleman MLC (chair), Mr Tim Baker MHK and Mr Jason Moorhouse MHK.
