A high-level policy for means testing will be finalised in December.

That's the message from the Policy and Reform Minister Chris Thomas.

In the House of Keys yesterday he said that the Cabinet Office had consulted on high level principals last summer and published the results in October.

He said in line with the Programme for Government amendments for year two would be finalised later this year.
